Job Purpose: The HALO Trust are looking to hire an International Finance Manager responsible for overseeing all financial planning, management, controls, and compliance across the programme. Based in Kiribati and Solomon Islands, the role provides strategic and operational financial leadership to ensure that donor-funded activities are delivered efficiently, compliantly, and in line with HALO’s policies, donor requirements, and national legislation.

About the role:
The International Finance Manager (IFM) for Kiribati & Solomon Islands is a senior management position responsible for overseeing all financial planning, management, controls, and compliance across the programme. Based in Kiribati and Solomon Islands, the role provides strategic and operational financial leadership to ensure that donor-funded activities are delivered efficiently, compliantly, and in line with HALO’s policies, donor requirements, and national legislation.
The IFM supports the Programme Manager in Kiribati and Solomon Islands and works closely with national finance team to strengthen financial systems, build capacity, and ensure timely and accurate financial reporting. The role covers a complex operating environment, with multiple donors, currencies, and regulatory frameworks, and therefore requires strong judgement, attention to detail, and the ability to manage risk proactively.
The IFM is expected to spend time in Kiribati and Solomon Islands, including field visits, and to coordinate closely with regional and HQ finance teams.

Responsibilities:
Financial planning and monitoring
- Support the Programme Manager in formulating, implementing, and monitoring annual business plans and project budgets for Kiribati & Solomon Islands.
- Lead the preparation and review of grant and contract budgets using HALO’s financial planning systems, in line with HALO budgeting guidelines
- Monitor programme funding positions and develop financial scenarios to support sustainability and informed decision-making.
- Lead financial monitoring of grants and contracts, working closely with operations to forecast costs to completion and manage spend-out plans.
- Identify, manage, and escalate financial risks, supporting the Programme Manager in mitigating emerging issues.
Accounting and financial control
- Oversee all accounting and financial control processes, ensuring compliance with HALO policies, donor contracts, and local legislation.
- Ensure timely and accurate month-end and year-end financial close processes in line with HALO deadlines.
- Ensure correct allocation of direct and indirect costs to grants and projects, identifying and reporting any shortfalls or risks.
- Prepare and review donor financial reports, ensuring reconciliation with budgets and accounting systems.
- Prepare and oversee country financial statements in accordance with local statutory requirements.
- Oversee payroll processes, ensuring accurate calculation of salaries, taxes, social security, severance, and other statutory deductions in line with local labour laws.
- Support the Programme Manager in ensuring compliance with all statutory requirements, including tax, registration, and labour law obligations in Sudan.
Cash management
- Ensure appropriate banking and cash management arrangements are in place in line with HALO financial policies.
- Manage short-term cash flow requirements, liaising with HQ and regional finance teams to facilitate timely cash transfers.
- Monitor and manage foreign exchange exposure and the impact of exchange rate fluctuations on programme finances.
- Ensure appropriate segregation of duties and delegations of authority to enable efficient programme operations, including during periods of staff leave.
- Donor compliance, audit, and reporting
- Ensure full financial compliance with donor requirements across all contracts.
- Lead preparation for internal and external audits, coordinating with auditors, HQ finance, and programme teams.
- Respond to audit findings and ensure timely implementation of agreed actions.
- Support donor engagement by providing clear, accurate financial information to Programme Managers and Partnerships teams as required.
Staff management and capacity building
- Provide technical oversight and mentoring to national finance team in Kiribati & Solomon Islands.
- Ensure finance staffing capacity and structures are appropriate for programme needs.
- Build the capacity of national finance staff through training, coaching, and performance management.
- Promote consistency, accuracy, and accountability across finance teams in both programmes.
Systems, policies, and coordination
- Ensure implementation and consistent application of HALO financial policies, procedures, and systems across both programmes.
- Identify areas for process improvement and support the strengthening of financial controls and systems.
- Work closely with logistics, HR, and operations teams to ensure integrated financial and operational planning.
- Coordinate with regional and HQ finance teams to ensure alignment with global financial standards and reporting requirements.
Other duties
- Undertake field visits to support finance staff, review controls, and understand operational contexts.
- Support proposal development by contributing budgets, cost assumptions, and financial narratives.
- Carry out other duties as required by the Regional Finance Manager or Programme Manager.
General:

- Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding.
- Professional accounting qualification or clearly demonstrable equivalent experience.
- Extensive international financial management experience, ideally in complex or fragile operating environments.
- Proven experience managing and developing finance teams.
- Strong experience in financial planning, budgeting, forecasting, and donor reporting.
- Experience working with ERP systems, ideally NetSuite and financial planning tools.
- Strong understanding of donor compliance and contract requirements.
- Experience working in the INGO or humanitarian sector.
- Excellent analytical and problem-solving skills with strong attention to detail.
- Ability to manage financial risk in challenging and low-resource environments.
- Strong organisational and time management skills, with the ability to meet multiple deadlines.
- Ability to communicate clearly and professionally in English, both written and spoken.
- Ability to work collaboratively across departments and cultures.
- Willingness to travel regularly and work in field-based environments.
