
Human Resources Coordinator (Site Based)
Reporting to the Sr. HR Business Partner with dotted-line reporting to the Project Management Team, the site-based Human Resources Coordinator provides hands-on, front-line human resources support at the Waasigan Project. The Human Resources Coordinator supports the full employee lifecycle at the project site, including craft recruitment, onboarding, day-to-day employee relations. Acting as the primary on-site HR contact, this role serves as a bridge between site leadership and the central HR team, ensuring the consistent application of HR policies, employment legislation, and Valard's standards. Success in this role requires strong organizational skills, discretion, sound judgment, and the ability to work effectively in a fast-paced, field-based construction environment.
Indigenous Employment Engagement
- Attend career fairs, present employment opportunities to Indigenous communities.
- Source local Indigenous candidates though employee contacts and Indigenous community contacts.
- Maintain a tracker with local Indigenous applicants.
Recruitment, Onboarding, Mobilization & Employee Lifecycle
- Prepare and send union dispatch requests
- Coordinate site-level onboarding for craft, hourly, and salaried personnel, ensuring a positive experience
- Coordinate offers, orientation training, and travel requests for new hires
- Assist candidates with onboarding and training inquiries
- Collect, verify, and process new-hire documentation, and required forms in accordance with legislation and Valard policy.
- Coordinate demobilization and offboarding for departing personnel.
HR Records & Administration
- Ensure data integrity and timely entry of changes.
- Prepare routine HR correspondence, letters, and documentation as directed.
Timekeeping & Payroll Support
- Identify and resolve timekeeping discrepancies in coordination with supervisors and the payroll team.
- Respond to pay-related questions and escalating complex issues.
Employee Relations & Site Support
- Provide responsive, front-line support to employees and supervisors on HR policies, benefits, and procedures.
- Escalate employee relations matters, concerns, and complaints to the Sr. HR Business Partner in a timely and confidential manner.
- Support workplace investigations and corrective-action processes through documentation and administrative assistance as directed.
- Promote a respectful, inclusive, and engaged workplace culture at the site.
Compliance, Safety & Reporting
- Support compliance with federal, provincial, and local employment legislation, company policy, and any project-specific or collective agreement requirements.
- Prepare and distribute routine HR reports
- Coordinate with the Sr. HR Business Partner and head office HR team to ensure consistent application of HR programs and standards.
- Support alignment with Quanta Services Parent Company compliance policies and programs.
- Perform other duties as required.
Knowledge
- Working knowledge of core HR functions including onboarding, record administration, recruitment, and employee relations.
- Knowledge of Ontario employment legislation and standards
- General understanding of construction, electrical, or utility site operations and the field-based work environment.
- Knowledge of collective agreement provisions and unionized site requirements.
- Familiarity with HRIS platforms

EDUCATION AND EXPERIENCE:
Minimum Formal Education:
College diploma
Type of Education (or Major) Preferred or Required:
Post-secondary education in Human Resources, Business Administration, or a related field. An equivalent combination of education and relevant HR or administrative experience will also be considered.

Working toward a CHRP designation is an asset.
Preferred
Minimum Experience:
3 - 5 years
Other: An acceptable combination of education and experience may be considered. Prior HR, administrative, or coordination experience is required, and experience in the construction, electrical, or utilities industry is a strong asset. Willingness and ability to work on-site in a camp, field or construction environment, including wearing required PPE, is essential. Some travel between sites may be required.
$34.09 - $43.42 per hour
