
General Manager
The General Manager is responsible for leading the Company’s operations, project management, service and maintenance, and recurring business functions across Singapore and the region. Reporting to the CEO, the General Manager oversees the successful delivery of security and ELV systems projects from contract award through installation, testing, commissioning, handover, and maintenance. The role is also responsible for strengthening the Company’s recurring revenue through maintenance contracts, service agreements, system upgrades, renewals, and customer retention initiatives.
The primary objective of the role is to improve operational excellence by strengthening project controls, resource planning, service performance, cost management, accountability, and cross-functional coordination.
The General Manager has department-level decision-making authority and is expected to manage the assigned business functions within approved budgets, policies, contractual obligations, and management guidelines. Major commercial, financial, contractual, and strategic matters shall be escalated to the CEO for approval.
Job Responsibilities
- Lead the Company’s operations, project management, service, maintenance, and recurring business functions.
- Oversee all active projects to ensure compliance with approved scope, budget, programme, quality, and contractual requirements.
- Review project plans, manpower allocation, procurement schedules, risk registers, and recovery plans.
- Monitor project performance, identify operational and financial risks, and implement corrective actions.
- Drive project profitability through cost control, forecasting, risk management, productivity improvement, and margin protection.
- Review project budgets, progress claims, billing forecasts, cash-flow plans, variations, Extension of Time submissions, and contractual claims.
- Ensure completed works, additional works, and variations are properly documented, approved, invoiced, and collected.
- Lead service and maintenance operations, including preventive maintenance, corrective maintenance, technical support, and customer escalations.
- Monitor service response times, fault resolution, manpower productivity, repeat issues, and customer satisfaction.
- Develop recurring business through maintenance contracts, service agreements, licence renewals, system upgrades, replacements, and lifecycle support.
- Monitor contract renewals, recurring revenue, gross margins, customer retention, and renewal success rates.
- Ensure completed projects are converted into maintenance contracts after handover or expiry of the Defects Liability Period.
- Lead, mentor, and develop Project Managers, engineers, service personnel, technicians, and site teams.
- Plan and allocate manpower and operational resources across projects, service assignments, and maintenance contracts.
- Establish operational procedures, reporting systems, performance indicators, and accountability standards.
- Ensure compliance with Workplace Safety and Health requirements, BizSAFE standards, quality procedures, regulatory requirements, and Company policies.
- Work closely with Sales, Finance, Procurement, Human Resources, and Administration to support effective project and service delivery.
- Maintain strong relationships with customers, consultants, contractors, suppliers, government agencies, and business partners.
- Provide regular operational, financial, project, service, and recurring business reports to the CEO.
Job Requirements
- Degree in Engineering, Project Management, Business Administration, or a related discipline.
- Minimum 10 to 15 years of relevant experience in project delivery, engineering operations, service management, maintenance, or security systems integration.
- At least five years of experience in a senior management or leadership role.
- Proven experience managing multiple projects and operational teams involving security systems, surveillance, access control, communications, integrated systems, ELV System, or critical infrastructure.
- Experience in managing service and maintenance operations, recurring contracts, customer support, and after-sales services.
- Strong knowledge of project management, contract administration, budgeting, cost control, forecasting, variation management, Extension of Time submissions, and claims processes.
- Strong commercial acumen with the ability to manage profitability, billing, cash flow, collections, and recurring revenue.
- Familiarity with Singapore public-sector projects, BCA requirements, Workplace Safety and Health regulations, and BizSAFE standards would be advantageous.
- Strong leadership, stakeholder management, negotiation, communication, decision-making, and problem-solving skills.
- Ability to lead cross-functional teams in a fast-paced, project-driven environment.
- PMP, PRINCE2, or an equivalent recognised project management certification would be an advantage.
