
HR Officer
The HR Officer will provide expert advice and guidance across the full employee lifecycle, including workforce planning, recruitment and retention, employee relations, organisational development, learning and development, attendance management, performance management, change management, and policy development.
You will provide comprehensive administrative support across recruitment, on boarding, compliance, HR processes, and office operations. The post holder will ensure all recruitment activities, employee records, compliance requirements, and administrative functions are maintained accurately and in line with company policies, procedures, and regulatory requirements.
Key Responsibilities
Recruitment & Selection
- Create, publish, and monitor recruitment advertisements across job boards, social media platforms, and other relevant channels.
- Respond to candidate enquiries professionally and promptly.
- Screen applications and progress suitable candidates through the recruitment process.
- Arrange and conduct interviews.
- Support managers throughout candidate selection and appointment processes.
- Attend and represent the organisation at recruitment events, job fairs, and community engagement activities.
On boarding & Safe Recruitment
- Coordinate and complete on boarding processes for all new support staff.
- Obtain and verify employment references.
- Process PVG applications and associated compliance documentation.
- Conduct and record Right to Work checks.
- Ensure all on boarding documentation is uploaded and recorded accurately within company systems.
- Add end-of-probation reviews onto Tags for new employees.
- Monitor new starter and leaver records and ensure Tags are updated accordingly.
Employee Relations
Responsible for the support/management of:
· investigations
· disciplinary
· grievance
· absence management
· capability
Compliance & Record Management
- Maintain accurate employee records across Sage, Tags, Workable, spreadsheets, trackers, and filing systems.
- Ensure visa-holding employees have valid Right to Work documentation recorded on Sage and maintained within expiry dates.
- Maintain and update Right to Work and visa-holder tracking spreadsheets.
- Monitor visa expiry dates and request university study letters where required.
- Audit employee records to ensure ongoing compliance with regulatory requirements.
HR Reporting & Auditing
- Produce, customise, and distribute reports to support monthly management reporting.
- Run workforce, recruitment, compliance, and training reports as required.
- Conduct monthly SSSC audits of:
· SSSC registration numbers
· Annual declaration dates
· Registration statuses
· Conditions and expiry dates
- Ensure Sage records accurately reflect information held on the SSSC Register.
- Update and maintain weekly International Recruitment (IR) hours audits.
- Monitor compliance trackers and highlight any issues requiring action.
Annual Activities
- Support organisational compliance and workforce campaigns throughout the year.
- Support the annual care inspection return
Essential
· Demonstrable experience of providing HR advice across the employee lifecycle.
· Sound knowledge of UK employment legislation and HR best practice.
· Experience of managing employee relations cases, including investigations, disciplinary, grievance, absence and capability processes.
· Experience of end-to-end recruitment and selection, including interviewing candidates.
· Excellent organisational and administrative skills with the ability to manage multiple priorities and meet deadlines.
· High level of accuracy and attention to detail when maintaining confidential employee records.
· Excellent written and verbal communication skills with the ability to communicate professionally at all levels.
· Strong interpersonal skills with the ability to build positive working relationships with managers, employees and external stakeholders.
· Ability to maintain confidentiality and handle sensitive information with discretion.
· Good analytical skills with the ability to interpret data and produce management reports.
· Competent in Microsoft Office applications, particularly Word, Excel and Outlook.
· Experience of using HR information systems and recruitment software.
· Ability to work independently, use initiative and solve problems effectively.
· Ability to prioritise workloads and adapt to changing business needs.
· Full UK driving licence and access to a vehicle (if attendance at recruitment events and multiple sites is required).
Desirable
· Experience working within the health and social care sector.
· Knowledge of Care Inspectorate, Scottish Social Services Council (SSSC), Disclosure Scotland/PVG and Right to Work legislation.
· Experience using Sage HR/Payroll, Tags (or Tagtronics) and Workable Recruitment software.
· Experience supporting international recruitment and visa compliance.
· Experience conducting HR audits and compliance monitoring.
· Experience producing workforce metrics and HR management information (MI).
· Experience supporting organisational change and workforce planning initiatives.
· Knowledge of GDPR and data protection requirements relating to HR records.
· Experience delivering induction programmes or coordinating learning and development activities.
· Experience representing an organisation at recruitment events and careers fairs.
· Professional membership of the Chartered Institute of Personnel and Development (Associate or above), or working towards membership or significant demonstrable experience

This role is primarily office-based and will require attendance at recruitment events and occasional travel within other areas of the business, therefore it is vital that you are a driver with a car.
The post holder may be required to undertake additional duties appropriate to the level and responsibilities of the role.
