Ko tōu ake mahi - What you’ll do
This is a great opportunity to work at the centre of the Ministry’s stewardship of health system performance and public funding. As Senior Adviser, Financial Monitoring, you’ll provide high‑quality analysis and judgement on financial performance, sustainability and risk across Health NZ and, where required, the wider health system. Working closely with the Lead Adviser and peers across monitoring domains, you’ll help ensure emerging financial pressures are identified early and translated into clear, decision‑ready advice for senior leaders and Ministers.
You will
Deliver robust financial monitoring and analysis by assessing financial results, forecasts, cash flows and risk indicators, identifying emerging pressures, trends and implications for service delivery, affordability and long‑term sustainability.
Produce decision‑ready monitoring advice through high‑quality briefings, dashboards and recommendations that clearly distinguish fact, judgement and risk, and explain confidence, uncertainty and implications.
Support deep dives and targeted assurance by contributing substantive analysis, shaping lines of inquiry, testing evidence and translating assurance findings into practical monitoring insights and escalation advice.
Identify and escalate financial risks using a disciplined, risk‑based approach, supporting early escalation of issues with potential system, reputational or Ministerial impact and recommending proportionate monitoring or assurance responses.
Strengthen integrated, risk‑based monitoring practice by engaging constructively with Health NZ and internal stakeholders, integrating financial insights with service performance, workforce, infrastructure and digital monitoring, supporting capability uplift across the team, and embedding equity and Te Tiriti o Waitangi obligations in all work.
Ko ngā pūkenga ōu - What you’ll bring
Relevant tertiary qualification and/or equivalent experience in health, finance or a complex public‑sector environment.
Deep expertise in public‑sector financial monitoring and assurance, with strong judgement to interpret financial statements and assess performance, sustainability and fiscal risk.
Proven ability to identify and escalate emerging or systemic financial risks through robust analysis of budgets, forecasts, actuals and management explanations.
Strong system‑level perspective, able to assess how financial pressures, funding decisions and cost drivers interact with service delivery, workforce and infrastructure.
Highly credible senior adviser, able to influence senior leaders, build trusted stakeholder relationships, lift monitoring capability, and uphold Te Tiriti o Waitangi obligations.
Collaborative skills and willingness to work with other teams and team members groups to ensure the Ministry is offering the best possible advice to senior decision makers;
