
Human Resources Manager
We are seeking an experienced HR Manager to oversee end-to-end HR operations across Singapore and support regional HR functions for Malaysia, Philippines, and the United States. The role is responsible for payroll management, talent acquisition, HR administration, benefits management, compliance, policy development, financial reporting, and HR projects.
Key Responsibilities
- Manage end-to-end payroll processing for Singapore and coordinate with payroll vendors for MY, PH, and US payroll activities.
- Manage regional recruitment activities, including sourcing, screening, interviewing and offer.
- Prepare and manage payroll, headcount, and manpower cost reports, ensuring accurate reconciliation with Finance.
- Administer employee benefits, insurance policies, annual renewals, and employee claims.
- Handle government grants, statutory claims, training subsidies, and related submissions.
- Draft, review, and maintain HR policies, employee handbooks, SOPs, and employment-related documentation.
- Ensure compliance with local labor laws, statutory requirements, and internal HR policies.
- Support the full employee lifecycle, including onboarding, employee movements, and offboarding.
- Partner with regional stakeholders and external vendors to deliver efficient HR services.
- Contribute to HR projects, process improvements, system implementations, and employee engagement initiatives.
- Any other ad hoc duties as assigned.
Qualifications
- Bachelor’s degree in human resources management
- 10 years of proven and hands-on experience in the HR operations role from in-house; experience in the Finance sector is highly regarded.
- Strong communication and presentation skills.
- Able to work under pressure and enjoy working in a fast-paced environment.
- High integrity and accountability for proposing solutions, time management and reporting back to management in a timely manner.
- Hands-on experience in end-to-end Singapore payroll processing.
- Experience working with payroll vendors for Malaysia, Philippines, and/or the United States.
- Strong knowledge of regional HR operations, recruitment, benefits administration, and employment legislation.
- Experience in financial reporting, government claims administration, and HR policy development.
- Strong organizational, communication, and stakeholder management skills.
- Proficient in HRIS systems and Microsoft Office applications.
