Job Description

Civil Foreman – Tauranga

Location: Tauranga, Bay of Plenty
Remuneration: $40.00 – $50.00 per hour, depending on experience
Benefits: Company vehicle, phone, tablet, laptop, and medical benefit after six months

The Opportunity

323 is recruiting an experienced Civil Foreman for a well-established and growing civil contractor with a strong pipeline of infrastructure work across Tauranga and the wider Bay of Plenty.

This is not a role limited to one area of civil construction.

The successful Foreman will work across a varied portfolio of projects including civil infrastructure, Three Waters, drainage, earthworks, roading, land development, structural works and associated infrastructure.

Depending on the programme, you may be leading a crew on a major project, coordinating multiple work fronts, or supporting the delivery of several smaller projects at the same time.

We are looking for someone who is comfortable taking ownership of the job from the ground up — planning the work, organising people and plant, coordinating subcontractors and materials, maintaining production, and ensuring the finished product meets the required safety, quality and programme standards.

The Role

As Foreman, you will be responsible for the day-to-day leadership and coordination of site operations.

You will work closely with the Project Manager, Engineers and site teams to ensure work is properly planned, resourced and delivered.

Key responsibilities will include:

  • Leading and coordinating civil construction crews.
  • Managing daily site activities and multiple work fronts.
  • Planning labour, plant, equipment and materials.
  • Running site pre-starts, toolbox meetings and daily planning.
  • Developing short-term and two-week look-ahead plans.
  • Setting clear production targets for crews.
  • Monitoring progress against programme.
  • Coordinating subcontractors, suppliers and deliveries.
  • Reading and interpreting construction drawings, specifications and methodologies.
  • Identifying programme constraints and resolving site issues early.
  • Maintaining accurate daily records and site documentation.
  • Coordinating QA inspections, testing and hold points.
  • Ensuring work is completed safely and to specification.
  • Maintaining strong environmental controls and site presentation.
  • Communicating progress, risks and resource requirements to the Project Manager.
  • Mentoring operators, drainlayers, labourers and developing supervisors.

Project Experience

The contractor delivers a broad range of civil infrastructure projects.

Experience across several of the following areas would be highly regarded:

  • Bulk and detailed earthworks
  • Drainage
  • Stormwater
  • Wastewater
  • Potable water
  • Large-diameter pipelines
  • Pump stations
  • Manholes and chambers
  • Roading and pavement construction
  • Kerb and channel
  • Subdivision and land development
  • Retaining walls
  • Culverts
  • Reinforced concrete structures
  • Bridges and associated structures
  • Service relocations
  • Utility infrastructure
  • Rail-related civil works
  • Trenching, shoring and dewatering
  • Temporary works
  • Road and pavement reinstatement
  • Working around live services
  • Environmental and erosion/sediment controls

You do not need experience across every discipline. What is important is a strong civil construction background and the ability to understand how a job needs to be built.

About You

You will likely already be working as a:

  • Civil Foreman
  • Site Foreman
  • Civil Supervisor
  • Drainage Foreman
  • Senior Drainlayer
  • Leading Hand ready to step into a Foreman position

You will bring:

  • Strong practical civil construction experience.
  • Proven ability to lead and motivate crews.
  • Good understanding of earthworks, drainage and general civil construction.
  • Ability to read drawings, plans and specifications.
  • Strong understanding of levels, grades and tolerances.
  • Experience planning labour, plant and materials.
  • Confidence coordinating subcontractors and other trades.
  • Strong health and safety leadership.
  • Good understanding of quality assurance requirements.
  • Ability to identify problems early and make practical decisions on site.
  • Good communication skills.
  • A strong focus on productivity and programme.
  • Pride in delivering high-quality work.
  • Full New Zealand driver's licence.

Relevant civil infrastructure qualifications, drainlaying qualifications, Site Safe certification and machinery or construction tickets would be advantageous.

What We're Really Looking For

We are looking for a proper civil Foreman.

Someone who can walk onto a job, understand the drawings, understand the methodology and work out what needs to happen next.

You should be able to look ahead and identify:

  • What labour is required.
  • What plant is required.
  • What materials need to arrive.
  • What subcontractors need to be booked.
  • What inspections are coming up.
  • What could hold the programme up.
  • What the crew needs to achieve that day and that week.

You will be expected to lead from the front, maintain standards and take responsibility for your site.

This is not purely a paperwork or supervisory position. It suits someone who understands construction at ground level and can turn a programme and a set of drawings into productive work on site.

What Success Looks Like

A successful Foreman will deliver:

  • Well-organised and productive crews.
  • Clear daily and weekly targets.
  • Labour, plant and materials organised ahead of time.
  • Strong control of site safety.
  • High-quality workmanship with minimal rework.
  • Accurate and current QA documentation.
  • Clear communication with the Project Manager and Engineers.
  • Early identification of risks and programme constraints.
  • Good relationships with subcontractors, clients and stakeholders.
  • Consistent progress against programme.
  • A clean, organised and professionally run site.

Why Consider This Opportunity?

This is an opportunity to join a contractor delivering a genuinely varied portfolio of civil infrastructure work across the Bay of Plenty.

Projects range from smaller civil packages through to major infrastructure projects and may involve earthworks, drainage, water infrastructure, structures, roading, land development and specialist civil construction.

The business operates a strong self-performing model, meaning its own teams and plant undertake significant portions of the work rather than simply managing subcontractors.

For an experienced Foreman, that means genuine responsibility for how the project is built and the opportunity to develop further into Site Supervisor, Senior Foreman or Project Management positions as the regional operation grows.

Remuneration & Benefits

The package includes:

  • $40.00 – $50.00 per hour, depending on experience and capability.
  • Company vehicle.
  • Company phone.
  • Tablet and laptop.
  • Medical benefit after six months of employment.
  • Long-term career opportunity with a growing civil contractor.
  • Exposure to a diverse range of infrastructure projects.
  • Genuine progression opportunities for strong performers.
